A teacher accused of raping two learners remanded in custody

A teacher (47) who is accused of raping two learners aged 12 and 14 at Thakadu Primary School in Leeudoringstad, near Wolmaranstad remanded in custody until 24 May 2024. Rabane Tladi, who is also a DJ, was arrested on Tuesday after the principal and mother of the two learners registered cases at the Wolmarastad Police Station. 

According to the North West police spokesperson, Lieutenant Col Amanda Funani said the suspect would allegedly ask the two minors to help him carry books or go and fetch something at his office, where he performed sexual acts.

It is alleged that Tladi will expose his private parts and use his fingers to penetrate these learners.

“He was arrested at the school on 16 May 2024. Tladi was remanded in custody for formal bail application,” she said.

Meanwhile, the North West Police Commissioner, Lieutenant General Sello Kwena, condemned the incident and said it is sad that the victims were allegedly abused by someone, who was supposed to protect them.

NPA’s hearing to revoke ANC MP, Sibusiso Kula’s R50 000 bail to resume on Wednesday

The National Prosecuting Authority (NPA)’s application to the North West High Court to revoke bail of the ANC Member of Parliament (MP), Sibusiso Kula, will be heard on Wednesday. 

This comes after allegations that Kula has contravened his bail condition, by approaching witnesses and persuading them to change their statements provided to the state. 

Kula is currently out on R50 000 bail granted by the North West High Court, following his appeal on the Orkney Magistrate’s Court decision to deny him bail. He was ordered to surrender his passports, report twice a day at the nearest police station and provide the investigating officer with his work itinerary. 

The then NPA regional spokesperson in North West, Henry Mamothame said in a statement: “He was also supposed to report to the Investigating Officer, if he moves outside his residential jurisdiction. Kula should not have direct or indirect contact with his children. 

“The police reports reveal that Kula’s wife, Jennifer Mohlomi, was found murdered on 27 November 2022, in what seemed like a robbery. She was found with a stabbing wound on her back, but the object that was used for her alleged murder has not been recovered. 

“The matter was reported by the medical facility, where she was allegedly transported by the accused to receive medical attention. The accused told the police that he was not present at his home when the incident occurred.”

Mamothame said following thorough investigations by the police, Kula was linked to the alleged murder and was arrested on 20 January 2023. 

He further said the accused was charged with murder, defeating the ends of justice, Contravention of the Domestic Violence Act, making false statements and affidavits, and conspiracy with any other person to aid or procure the commission of murder.

The NPA said the application for bail cancellation is ongoing. According to the NPA, the state led evidence of the Investigating Officer today and the matter will continue on Wednesday.

The heartfelt condolences messages continue to pour in after the death of the Democratic Alliance (DA) stalwart, James Selfe, who passed away late this afternoon. The DA leader, John Steenhuisen said Selfe departed peacefully, while surrounded by his family and loved ones, following a lengthy battle with illness.

Steenhuisen further said they would like to extend its sincerest condolences to those close to Selfe. He added that as DA, their thoughts and prayers are with his wife, Sheila and three daughters, Chloe, Stephanie and Emma during this difficult time.

“Selfe led a quietly influential life in contemporary South African political history, having made an immense contribution to South African democracy. In the late 70s and 80s, Selfe worked tirelessly as a researcher for the DA’s forerunner, the Progressive Federal Party, to combat divisive and regressive apartheid laws by the National Party in parliament. 

“He then served as the party’s communications director, later becoming an executive director. Upon his election to the National Council of Provinces (NCOP) in 1994, he served in the Constitutional Assembly, participating in the drawing up of South Africa’s democratic constitution,” said Steenhuisen. 

He said over his nearly 30-year parliamentary career, Selfe served on various portfolio committees, most notably the Committee on Justice and Correctional Services, where his oversight of South Africa’s judicial system was crucial to ensuring that fairness and accountability were always upheld in South African society. Steenhuisen said, however, it is Selfe’ work for his political home, the Democratic Party (DP) and later the Democratic Alliance (DA), which solidified his legacy as a true democratic stalwart. 

“Through his service to three federal leaders as the party’s first chairperson of the federal council, Selfe operationalised the establishment and fortification of the DA as South Africa’s formidable official opposition.

“Selfe help fine-tune the party’s systems and processes, tightening its federal constitution and turning the fast-growing DA into a modern, internationally-renowned African liberal party of rules and fairness,” he said.

Steenhuisen said more crucially, Selfe pioneered the DA’s lawfare programme responsible for some of the most groundbreaking legal judgements in post-democratic history, setting a variety of legal precedents, which strengthened public accountability in our young democracy.

He said from the Zuma spy tapes, to Nkandla, to blowing the whistle on state contracts awarded to Bosasa, Selfe led the charge against corruption and maladministration leveled against the South African people by some of the governing party’s most unethical figures. 

“Selfe was always committed to building and sustaining a democracy in which transparency and accountability would ensure that our government served its people, and not the politicians holding the reins.

‘In many ways, Selfe was a pioneer in South African opposition politics, because he was one of the first politicians in post-democratic history to begin the work of opposing the unfettered power of the ANC’s majority, and turn South Africa into a living, breathing democracy where the opposition took up its role as society’s ultimate watchdog,” said Steenhuisen.

Police officers in North West urged to seek professional help instead of committing suicide

The police in the North West are urged to use available services of the South African Police Service’ Employee Health and Wellness (EHW) to get psycho-social support. This comes after two police officers allegedly killed themselves over the weekend. 

The North West police spokesperson, Brigadier Sabata Mokgwabone said in Dithakong village, outside Mahikeng, a Warrant Officer (58), who was attached to Mahikeng Public Order Police (POP), allegedly shot and killed his wife (46), then turned the gun on himself. 

“The incident occurred in the early hours of Saturday morning. The Lomanyaneng Police Station registered murder and inquest dockets for investigation. According to information, the couple was found in the bedroom. 

“The wife was certified dead at the scene, while the husband was taken to Mahikeng Provincial Hospital for medical treatment. However, he was certified dead at the hospital. The motive of the incident is unknown,” said Mokgwabone.

He further said in Potchefstroom, a Lieutenant Colonel (50) attached to the Provincial Tactical Response Team (TRT), allegedly shot and killed himself along New Machavie Road, outside Potchefstroom on Sunday morning. 

Mokgwabone added that no foul play is suspected and the inquest docket has been opened for investigation.

Meanwhile, the North West Police Commissioner, Lieutenant General Sello Kwena conveyed his heartfelt condolences to the families, relatives, friends and colleagues of the three deceased persons.

The Hawks secure a final forfeiture order of R75 000

The Hawks Priority Crime Specialised Investigation team and Asset Forfeiture Unit said they have successfully secured a final forfeiture order to an amount of R75 000 against Anayo Njubigb (44). 

The Hawks spokesperson in Northern Cape, Lieutenant Col Tebogo Thebe said: “This comes after the accused was arrested by Upington K9, whilst conducting their day-to-day stop and search. During the search, a black bag was found containing 1012 mandrax tablets with an estimated street value of R25 000.

“The matter was then referred to Priority Crime Specialised Investigation and AFU for further investigation.” 

Thebe said the forfeiture order was granted by the Northern Cape High Court sitting in Kimberley on 17 May 2024.

A man who was nabbed for copper cable theft remanded in custody

A 27-YEAR-OLD man was arrested for allegedly tampering with the essential infrastructure in Potchefstroom Dam on 18 May 2024. It is alleged that the security guard, who was patrolling, saw Pule Ben Sepeng carrying a backpack. 

The North West police spokesperson, Col Adele Myburgh said the security guard stopped and searched the suspect. Myburgh said the security guard allegedly discovered copper cable inside the backpack. 

“The police were called to the scene and the suspect was arrested after failing to account for the copper cable. Furthermore, the suspect took the police to the place where he stole the cable. 

“Sepeng briefly appeared in Potchefstroom Magistrate’s Court and the case was postponed to 23 May 2024, for a formal bail application,” she said.    

Meanwhile, the North West Police Commissioner, Lieutenant General Sello Kwena, congratulated the security guard for his attentiveness and collaborating with the police in making sure that the suspect was arrested. Kwena also thanked the police in Potchefstroom for their swift response.

Two elderly persons receive RDP houses

Two elderly persons received RDP houses in Masutlhe 2 village, outside Mahikeng, during the recent North West Provincial Government’s Accelerated Service Delivery Programme, Thuntsha Lerole.

One of the beneficiaries, Shuping Mafete (78), who is visually impaired said he has been staying in a one-roomed house with five dependants. According to Mafete, they had no any form of privacy, as a one-roomed house served as a bedroom, kitchen and living space. 

“Today is indeed a great day for me and my family. I would like to thank the government and everyone who made it possible as our living conditions have been improved. 

“It really means the world to me and my family. We are now proud owners of a new house,” he said.

Another beneficiary, Mapula Lecomo (64) shared the same sentiments. Lecomo further said she stays with one dependent and she is grateful to finally receive the keys to her house. 

“As one of the beneficiaries who have been on the waiting list for a long time, we are grateful that the North West Provincial Government has finally recognised us. The shack was leaking and got flooded every time when it’s rainy. 

“Now, I will be able to sleep in peace and comfortably unlike before. The shack that I have been staying in with my daughter, was hazardous to our health. It often causes a risk to our health, especially during winter, where we would get affected due to strong cold winds and rainy season,” she said. 

Meanwhile, the acting North West Premier, Nono Maloyi acknowledged that his department is faced with a lot of housing backlog, but promised that they will do everything in their bit to ensure that beneficiaries receive their houses as the department is mandated to do so. 

“Receiving a house is more than just a roof over your head. It’s about restoring dignity to those who have had difficult lives and suffered in the past. 

“The department also handed over 135 title deeds to deserving beneficiaries as part of the ongoing Title Deeds Friday campaign. This is another government initiative that seeks to recognise residents as rightful owners of land and property,” he said.

Angolan man nabbed for kidnapping, human trafficking

An Angolan man (46), who was arrested for kidnapping, human trafficking, extortion and Contravention of Section 29 of the Immigration Act, 2002 (Act No. 13 of 2002), briefly appeared in the Klerksdorp Magistrate’s Court. 

Higino Da Silva Cruz’s arrest comes after the National Crime intelligence allegedly received a tip-off regarding the kidnapping of a Brazilian national (39) in Klerksdorp. The North West police spokesperson, Colonel Adele Myburgh said the team consisting of Provincial Organised Crime and Anti-Gang Unit, was mobilised and attended to the matter.  

“The team proceeded to a guesthouse in Oudedorp, Klerksdorp, where the search was conducted. During the search, two non-South African men were found. One of them was the kidnapping victim, who is a Brazilian, while the other with Portugal, Angola and Namibia citizenships, was guarding the victim.  

“The latter was successfully rescued and attended by paramedics. According to information, the victim and the suspects arrived at the guesthouse on 17 May 2024, after being offered a job on 2 April 2024, as a Diamond Expert in the country,” she said. 

Myburgh further said Cruz allegedly entered the country through Angola and Namibia, then met the suspect who then took his passport and bank cards. She added that the victim was ultimately kidnapped and the suspects started to demand ransom.

“The accused was remanded in custody for further investigation. The case was postponed until 28 May 2024,” said Myburgh.

Meanwhile, the North West Police Commissioner, Lieutenant General Sello Kwena, applauded both the National and Provincial Units involved in the operation for their dedication that led to the arrest and rescuing of the victim.

‘A strong DA can rescue the Northern Cape’

The Democratic Alliance (DA) leader, John Steenhuisen said for 30 years, his party has worked tirelessly to defend the democracy from the onslaught of corruption and stealing. He said the DA has worked to ensure that the dreams are not completely destroyed, so that there will be something left to rebuild with when the ANC’s time runs out.

Steenhuisen, who addressed the DA supporters in Kimberley, Northern Cape on Monday said, just a few days from now, the ANC is set to lose its majority for the first time in the democratic history of South Africa.

He further said while ANC leaders may still be in denial, they all know why the people are about to kick them out. Steenhuisen added that the fact that ANC president, Cyril Ramaphosa, has not even realised yet that the people are about to vote his ‘thieves’ out of power, just shows how out of touch he has always been with the people of this country.

“The people of the Northern Cape are about to vote the ANC out, because they are tired of unemployment. They are ready for a new DA government that will bring an end to the outrageous electricity tariffs and urban decay in Kimberley, which has destroyed the many small businesses that once flourished here.

“They are ready for a new DA government that will end load shedding and the crippling water cuts affecting this province,” he said.

Steenhuisen said for eight years, these school grounds were flooded from the reservoir next door and the ANC-led government ignored the problem. 

“But when a new DA government takes over this province on 29 May 2024, led by new Premier, Izak Fritz, the days of ignoring people’s problems will be over. And it won’t only be at this school. 

“Because of ANC corruption, the people of Kimberley, and many other towns, are even forced to spend Christmas without water. The water crisis in the Northern Cape is an assault on the dignity of the people of this province,” said Steenhuisen.

He said: “At the very same time that residents no longer have drinking water, Sol Plaatje Local Municipality is drowning in sewerage. A vote for the DA on 29 May 2024, is a vote to clean up the lakes of sewerage around this town.

“We know that the last ANC Premier of the Northern Cape, Zamani Saul, recently admitted on Carte Blanche that it will take his corrupt party 500 years to upgrade Kimberley’s infrastructure,” he said.

Three suspects nabbed for stock-theft

Three suspects were arrested for being in possession of suspected stolen sheep carcasses. On 17 May 2024 at around 5pm, a motorist allegedly gave three suspects a lift to Victoria West. 

The Northern Cape police spokesperson, Lieutenant Col Sergio Kock said the driver allegedly noticed the suspects carrying a bag and there were bloodstains on their jackets, hence he drove to the police station for assistance. 

“One man was arrested at the police station, the police confiscated the stolen sheep carcasses worth approximately R3000. The two other suspects fled on foot and one handed himself over to the police on 20 May 2024.  

“The Victoria West police with the assistance of De Aar Public Order Policing, pursued the third suspect for approximately 5km on foot in the veld and also arrested him on 20 May 2024,” he said.

Kock further said the suspects are expected to appear in the Victoria West Magistrate’s Court soon. He added that the investigation continues.

SA U15 teams in Zanzibar for CAF African Schools Championships

The South African U15 National Teams arrived in Zanzibar on Monday morning ahead of their participation in the CAF African Schools Championships for the third year in a row.

The Schools Championships will be held from 21–24 May 2024, and the South African girls’ and boys’ national teams will once again be looking to emerge triumphant and bring home the trophies. 

The two teams will represent South African after winning both girls and boys COSAFA Schools Championships, which were held in Zimbabwe in December 2023.

Head Coach of the girls’ national team, Ntombifuthi Khumalo, expressed her excitement at representing the country for a third consecutive time.

“I believe we have a world class group of players who can dominate youth football on the continent. We have had a great week of training and believe that we will showcase the quality of football we have in South Africa. 

“This group is very special and they keep getting better every day, so we are looking forward to competing in the 2024 CAF African Schools Championships. We believe that we can win the tournament and also build a squad that will represent us in the next group of U17 Women’s National Team,” she said.

The state seeks the North West High Court to revoke a R50 000 bail of a murder accused, Sibusiso Kula

The North West High Court sitting in Klerksdorp will on Tuesday, submit an application to revoke the bail of ANC Member of Parliament (MP), Sibusiso Kula (34). Kula is out on R50 000 bail for allegedly killing his wife, Jennifer Motlhomi on 27 November 2022.

The National Prosecuting Authority said in a statement that: “The application comes after Kula allegedly contravened his bail condition. He allegedly approached witnesses and persuaded them to change their statements provided to the state.”

The North West High Court has set a trial date for 13-17 May 2024. 

The then National Prosecuting Authority (NPA) regional spokesperson in North West, Henry Mamothame said during pretrial, where the matter made its first appearance, the state and the defence attorney confirmed their readiness to proceed with the trial, as all the necessary documents had been provided to the accused attorney.

Mamothame said Kula is currently out on R50 000 bail after being granted by the North West High Court of South Africa, following his appeal on the Orkney Magistrate’s Court decision to deny him bail. 

He further said Kula was ordered to surrender his passports, report twice a day at the nearest police station, provide the investigating officer with his work itinerary, report to the Investigating Officer, if he must move outside his residential jurisdiction and have no direct or indirect contact with his children. 

“His bid to have the case struck off the roll was previously rejected by the court. The police reports reveal that, Kula’s wife, Jennifer Motlhomi, was found murdered on 27 November 2022, in what seemed like a robbery. She was found with a stab wound on her back, but the object that was used for her alleged murder has not been recovered. 

“The matter was reported by the medical facility, where she was allegedly transported by the accused to receive medical attention. The accused told the police that he was not present at his home when the incident occurred,” he said. 

Mamothame added that, following thorough investigations by the police, he was linked to the alleged murder and was arrested on 20 January 2023 and charged with murder, defeating the ends of justice, contravention of the Domestic Violence Act, making false statements and affidavits and conspiracy with any other person to aid or procure the commission of murder.

A man jailed for raping a woman

A man (36) was sentenced to 10 years imprisonment by the Mothibistad Regional Court for raping a woman (19). On 27 October 2018 at about 1pm, the victim and the accused, Phenyo Kolwane, were drinking at a friend’s house in Dikweng village, near Kuruman.

The Northern Cape police spokesperson, Lieutenant Col Sergio Kock said Kolwane and the victim then left with his car to buy beers. He said the accused stopped and raped the victim in a veld. 

“Kolwane was arrested on 28 October 2018, and was sentenced on 8 May 2024 to 10 years imprisonment of which two years is suspended for five. He was also declared unfit to carry a firearm and his name was registered with the National Register for Sex offenders,” said Kock.

Meanwhile, the Northern Cape Police Commissioner, Lieutenant General Koliswa Otola, commended Const Tholakele Majola from the Kuruman Family Violence, Child Protection and Sexual Offences unit for the meticulous investigation, which led to the imprisonment of the perpetrator. Otola said detectives in the province will remain steadfast in their quest to bring Gender-Based Violence and Femicide (GBVF) perpetrators to justice.

A Zimbabwean man nabbed for allegedly raping his cousin sister

A Zimbabwean man (19) was arrested for allegedly raping his cousin sister (10). The mother of the alleged victim and the mother of the accused are siblings. 

The NPA regional spokesperson in Gauteng, Lumka Mahanjana said the alleged victim had visited her aunt, where the accused also resides. Mahanjana further said during the night time on 13 April 2024, the alleged victim and the accused, slept on the floor, while the aunt slept on the bed in the same room. 

“At about 11pm, after the aunt switched off the lights, she allegedly noticed movement on the floor, where the two were sleeping. The aunt then allegedly uncovered the two and she saw her son naked and the victim with no underwear. 

“When she asked what was happening, the alleged victim told her that the accused raped her. The aunt then called the mother of the victim and told her what had happened and reported the matter to the police the following morning,” she said. 

Mahanjana further said the accused was arrested on 14 April 2024, after he handed himself over in the presence of his mother and the mother of the victim. She added that in court, the accused denied committing the offence. 

“Through his legal representative, the accused asked to be released on bail because he is still a school-going learner doing grade 11 at Oceans Private School. He also argued that his further incarceration will affect him negatively and he will miss writing his exams and will not be able to continue with his schooling.   

“He further told the court that he intends to plead not guilty to the charges. However, the state prosecutor, Chris Maruma, opposed the accused release on bail and told the court that the accused was a flight risk because he was illegal in the country,” said Mahanjana.

She said furthermore, the accused is known to the victim and can therefore influence her to withdraw charges.

Mahanjana said the magistrate agreed with the state that the accused was a flight risk, therefore bail was denied. She said the matter was postponed to 3 June 2024, for further investigations.

Murder accused, Bongane Shebi ‘fired’ his legal aid lawyer

A murder case against a man (24), who allegedly killed a nurse at Ipelegeng Township, near Schweizer Reneke back in 2022, has been postponed until Tuesday. This comes after Bongane Gregory Shebi, who was represented by the legal aid lawyer, opted to hire his own private lawyer. 

The magistrate gave the accused time to appoint and engage with his own legal team, before the case could resume. Shebi is facing a charge of murder and robbery after he allegedly killed Iris Mamotlakana Mohokare in cold-blood at her rented home in Ipeleng Township, near Schweizer Reneke on 12 October 2022.

The then National Prosecuting Authority (NPA) regional spokesperson in North West, Henry Mamothame said, Mohokare’s bloodied body was discovered by her landlord on 13 October 2022, with her throat cut open.

Mamothame further said the landlord subsequently informed the police, who immediately started investigating the cause of her death.

“The accused became a person of interest after police received information, while doing investigations, that he was spotted not far from where the incident took place, walking with bloodied clothes. A search for him ensued and he was ultimately arrested on 15 October 2022.

“Upon arrival at the police station, Shebi informed the police of his intention to confess. He was subsequently taken in for a confession to be obtained and later took the police to point out where he had thrown away the bloodied clothes he was wearing,” he said.

Mamothame added that the accused alleged he was in the company of another person, but the motive only became clear in the accused person’s confession, that he and another person intended to rob the deceased. He said Shebi alleged that he is not the one who stabbed the deceased, but it was the person whom he was with.

“The police have indicated that, evidence obtained at the scene, indicated that only one person was at the scene at the time of the commissioning of this offence. Investigations have been completed and the state is ready to proceed with trial.

“Meanwhile, Shebi will remain in police custody until the completion of his trial after his bail application was rejected. During the pre-trial conference, the state and the defence attorney confirmed that consultations were completed and all the necessary documents were provided by the state,” said Mamothame.

ANCYL urges young people to go and vote

The former ANCYL president, Collen Maine said he is adamant that young people across the North West will vote for the ANC during General National Elections (GNE) on 29 May 2024. Maine, who is also a candidate to be a Member of the Provincial Legislature (MPL) in the North West Provincial Legislature (NWPL), engaged with young people at Da Boggies Pub in Taung on 19 May 2024.  

He further said the ANCYL has organised this program as part of its social engagement. Maine added that they have decided to come to the Da Boggies Pub inquest of engaging with young people. 

“The ANCYL is aware that young people like socialising and this is the place to find them. Our presence here is to motivate them to take part in the upcoming elections and vote for the ANC. 

“As the ANC, we believe that we are the only organisation that can take South Africa forward. We admit that there are challenges, however, we must all agree that Taung and South Africa at large, is a better place to be as opposed to pre-1994,” he said.  

Maine said the government has introduced many programs that talk to youth development. He said they also encourage young people to take their education seriously as is paid by NSFAS.

Meanwhile, ANCYL spokesperson in the Dr Ruth Segomotsi Mompati region, Amogelang Maretela said: “We had a successful turnout. This was initiated by the ANCYL in Taung Sub-region. Part of this engagement was to recruit young people and encourage them to rally behind the banner of the ANCYL.

“The ANCYL is vibrant and can recruit young people anywhere at any time. ANC is a broader church and we want to make sure that there is high visibility of the ruling party ahead of the much-anticipated elections.” 

Maretela said they want to make sure that the ANC wins the elections with high margins. He said they would like to encourage young people who have registered and eligible to vote, to go out in numbers to the polls. 

“We would like to remind them that their vote is their voice. So, it is pivotal to go and exercise their rights. They can go and vote for any political party of their choice, but we would like to remind them that the ANC has created many opportunities, especially for young people. 

“Some of young people are being ignorant, hence the low margin of voter’s registration. They should go and vote to raise their voice,” he said. 

Maretela said they urge young people to form co-operatives and go to TVET colleges to learn essential skills.

A teacher at Sediba Thuto Primary School in Magogong under siege for ‘beating’ a learner

The North West Department said they condemn the incident at Sediba Thuto Primary School in Magogong village, near Taung, where a Grade 7 learner was allegedly assaulted by a teacher. It is alleged that, a learner did not do his homework and the teacher resorted to corporal punishment, resulting in leaving a learner with a swollen finger. 

The North West Department of Education spokesperson, Mphata Molokwane said it is totally illegal and thus criminal to administer corporal punishment to a learner or any person. Molokwane further said South African Schools Act (SASA), has abolished corporal punishment in 1996. 

“The department has received this disturbing information on Friday. Labour Relations officers have visited the school to conduct a preliminary investigation. Following that, the teacher who practised corporal punishment on a Grade 7 learner, will face disciplinary action. 

“As department, we denounce these atrocities because we believe that no human being should be tortured in this manner,” he added.

The chairperson of the School Governing Body (SGB) at Sediba Thuto Primary School, Granny Kgachane said they are aware of the incident. Kgachane said they condemn the incident as corporal punishment has long been abolished. 

“After the incident, we had a meeting with the school management, where we raised our concerns. We advised that this matter be reported to the North West Department of Education at the District level,” she said.

Meanwhile, the COSAS national coordinator, Sello Matlhadisa said: “There is nothing above the law, including corporal punishment. So, any corporal punishment practice will not be tolerated. 

“This is something that is illegal and out of order. We agree that we are living in an era, where learners are becoming ill-disciplined. However, the disciplinary measures in schools should go hand-in-hand with academics.” 

Matlhadisa said for example, if a learner makes noise in the class, while the educator is teaching, let that learner come forward and present a topic in front of other learners. He said they know that some of these learners are afraid to come and present in front of other learners, so they will be afraid to make noise instead. 

“These are the things that should be implemented and assist learners to grow. We cannot resolve issues through violence. Most teachers leave their homes after quarreling with their husbands or wives, and going to school carrying the burden. 

“Now, they sometimes take out that anger on learners. Those teachers who are faced with any challenges, should go and see the nearest social workers to clear their minds,” he said.

‘One step closer to affordable quality health care for all’

Last week I signed the National Health Insurance Act into law, bringing our country one step closer towards universal health coverage. This is a milestone in our quest to achieve the Sustainable Development Goal of good health and well-being for all.

For many years, we have had parallel healthcare systems operating in our country. The majority of the population, some 84%, uses public health facilities, while 16% are covered by medical schemes, enabling them to access private health care facilities. A small percentage of people use both.

This has perpetuated inequality, with the quality of health care one receives being determined by one’s ability to pay. This runs contrary to our aspiration to be a society that is just and equal.

While achieving social justice is a key objective of National Health Insurance (NHI), efficiency and better resource allocation are equally important. We have said that the real challenge in implementing NHI lies not in the lack of funds but in the misallocation of resources that currently favour the private health sector at the expense of public health needs.

There is a misconception that the private health care sector operates and is funded completely independently of the government.

Firstly, the training of doctors, nurses and other healthcare personnel that work in both the public and private sectors is subsidised by the state. Secondly, as an employer, the state pays billions of rands annually in subsidies for employees who are members of the various public sector medical aid schemes. Thirdly, taxpayers claim tax rebates for medical aid expenses amounting to approximately R37 billion. This is the money the state should earn in taxes which it foregoes to subsidise private health care.

We therefore have a situation where the state both directly and indirectly helps to fund a private health care sector that serves only a minority of society.

Access to private health care through medical aids is also costly for users. It is said that without the tax rebate private healthcare would not be affordable to the majority of users. Medical aid contributions are increasing faster than inflation. At the same time, benefits are being reduced. As the 2016 Healthcare Market Inquiry found, private healthcare services and medical scheme cover is frequently over-used without clear improvements in health outcomes.

The resources that are spent both by the state and private individuals can therefore be more efficiently used to build a single, unitary health care system that serves all.

Some people have claimed that the NHI will signal the end of private health care. To the contrary, the NHI aims to use the respective strengths and capabilities of both the private and public health sectors to build a single, quality health system for all.

South Africa’s private health sector has world-class expertise and is a major source of domestic and foreign investment. The public sector too has numerous centres of excellence and is staffed by well-trained, experienced personnel.

The NHI Fund will procure services from accredited public and private service providers for every person in need of health care.

The NHI will be a lifeline for millions of poor South Africans whose resources will be freed up for other essential needs. It will also alleviate the burden on those who are increasingly paying more in medical aid premiums for increasingly fewer services.

There may be different views on how NHI will be progressively implemented, the reality we must confront is that the current healthcare system is unsustainable.

Access to quality, decent healthcare should not depend on one’s ability to pay. The current situation does not serve the poor, does not serve the middle-class and does not serve the country.

With careful planning, effective oversight and monitoring, and the strategic allocation of resources we can achieve universal health coverage. Working together in partnership, as both the public and private sectors, we can make the dream of quality health care for all a reality.

Ramaphosa mourns the death of Iranian president, Ebrahim Raisi

The heartfelt condolence messages continue to pour in after the death of Iranian President, Ayatollah Ebrahim Raisi, Foreign Minister Hossein Amir-Abdollahian and personnel. Raisi died when their helicopter crashed in East Azerbaijan, while the leaders were en route back to Iran on 19 May 2024.

The president of the Republic of South Africa (RSA), Cyril Ramaphosa said is deeply saddened by the air disaster that has claimed lives. Ramaphosa said on behalf of the government and people of South Africa, he offered his deep condolences to the Supreme Leader of Iran, The Grand Ayatollah Sayyid Ali Khamenei, and the government and people of the Islamic Republic.

“Our thoughts are with the families of the late President and Foreign Minister, as well as the relatives of the personnel and air crew who perished. I, as Deputy President, paid a working visit to Iran in November 2015. 

“This is an extraordinary, unthinkable tragedy that has claimed a remarkable leader of a nation with whom South Africa enjoys strong bilateral relations and whom we were honoured to welcome to the BRICS fold in Johannesburg in 2023,” he said.

Ramaphosa further said their hearts go out to the affected families and the administration of the Islamic Republic of Iran. He added that they are with Iran in this moment of mourning.

More than 1128 suspects nabbed for various crimes during Operation Shanela

More than 11000 suspects were arrested during Operation Shanela, which was conducted between 13 -19 May 2024. The police in North West said the operation yielded positive results after suspects were arrested for various crimes across the province.

The North West police spokesperson, Lieutenant Col Amanda Funani said suspects were amongst others, arrested for rape, murder, assault GBH, malicious damage to property, burglary residential and business premises. 

Funani said others were nabbed for possession of drugs, theft out of/from motor vehicle and driving under the influence of alcohol or drugs. 

“Of the 1128 arrested suspects, 547 were wanted for contact crimes like murder, attempted murder, rape, assault with intent to do Grievous Bodily Harm (GBH) assault common, house robbery and business robbery, while 363 were held during detective suspect raiding operations.   

“In addition, 73 suspected undocumented persons were taken in for processing. The arrests were effected during stop and searches, road blocks, patrols, vehicle check points, visiting and inspecting of licensed liquor premises, Second-hand goods dealers, tracing of wanted suspects and many others,” she said.  

Funani further said the operations also culminated in the confiscation of a variety of drugs, dangerous weapons, 26 cell phones, copper cables, 84 ammunition, three firearms, liquor and one vehicle. She added that during the operations, four illegal liquor outlets/shebeens were shut down.

Meanwhile, the North West Police Commissioner, Lieutenant General Sello Kwena, praised the police and other role players, who were involved in the operations. Kwena also thanked them for all the time that they dedicated in making sure that the province is protected and safe.

A man sentenced to seven years imprisonment for raping his granddaughter

A man (55) was sentenced to 7 years imprisonment by the Upington Regional Court for rape. The accused raped his granddaughter (15). 

The ZF Mgcawu District police spokesperson, Sergeant Omphile Masegela said the victim was staying with her grandparents. Masegela said during the night of 13 August 2023, she was at home and went to use the toilet around 00:30 when her grandfather raped her. 

“The victim reported the incident to her grandmother the next morning and reported it to the police. The accused was arrested the same day and charged with rape. He was denied bail and remained in custody during the period of trial,” said Masegela.

Meanwhile, Northern Cape Police Commissioner, Lieutenant General Zukiswa Otola welcomed the sentence and applauded the investigating officer on the case, Sergeant Lucky Malepe, for the meticulous investigation, which resulted in the victim feeling safe again.

A man sentenced to three years for contravention of protection order

A man was sentenced to three years imprisonment by the Hopetown District Court for contravention of the protection order issued against him. A protection order was issued against Warren Vivian George (33) following a dispute against his grandmother (80). 

The Northern Cape police spokesperson, Sergeant Timothy Sam said George contravened the conditions set out by the court in a domestic violence protection order reported by the victim.

“On 10 March 2024, the accused assaulted and insulted his grandmother, who was in possession of a protection order against him. 

“The court found the accused guilty as charged and imposed three years prison sentence for contravention of a protection order and also declared the accused unfit to possess a firearm,” he said.

Meanwhile, the Northern Cape Police Commissioner, Lieutenant General Koliswa Otola, applauded the Investigating Officer, Detective Constable Katlego Chabagae for ensuring that the terms of a protection order are respected and perpetrators of elderly care rights are brought to book.

Judge Yvonne Mokgoro to be laid to rest on Thursday

The Republic of South Africa (RSA) president, Cyril Ramaphosa has declared that the late retired Constitutional Judge, Justice Yvonne Mokgoro, will be honoured with a Special Official Funeral Category 1. Mokgoro, who was an esteemed Member of the Order of the Baobab, passed away on 9 May 2024 at the age of 73.

Ramaphosa spokesperson, Vincent Magwenya said in recognition of Mokgoro’s distinguished career and contribution to the nation, Ramaphosa has declared, in terms of Chapter 1.3.2(a) of the State, Official and Provincial Funeral Policy Manual, that the late justice be accorded a Special Official Funeral Category 1.

“The distinguishing features of a special official funeral in this category include ceremonial elements by the South African National Defence Force (SANDF). Ramaphosa has also declared that the national flag be flown at half-mast at all flag stations around the country from 19 May 2024, until the evening of the funeral on 23 May 2024.

“Further details of the funeral, which will be held in Johannesburg, will be made known in due course. Mokgoro was one of the first Justices to be appointed to the Constitutional Court when it was established in 1994. She was also the first black woman judge of the apex court,” he said.

Magwenya further said during Mokgoro’s legal career, she taught a number of law courses at universities in South Africa, the United States, the Netherlands and the United Kingdom. He added that she was a member of the International Women’s Association (Washington DC), the International Association of Women Judges, the International Federation of Women Lawyers and the South African Women Lawyers Association. 

“In 2006, she was selected as an icon of the history of Women Lawyers in South Africa,” said Magwenya.

Meanwhile, the National Prosecuting Authority (NPA) in the Northern Cape said Mokgoro’s partner, David Mmelesi might face charges of culpable homicide. This comes after she was horribly injured in a car accident near Warrenton in Northern Cape last year. 

This forced her to withdraw from any public engagement to focus on her recovery. However, she passed away recently and Mmelesi, who was allegedly the driver during a car crash, was charged for reckless and negligent driving. 

Mmelesi is currently out on warning.

The NPA spokesperson in Northern Cape, Mojalefa Senokoatsane said: “He is criminally charged and facing one count of reckless and negligent driving. There is a possibility of amending his charges to culpable homicide following the death of the judge. 

“The accused will be back in the Barkley West Magistrate’s Court on 30 May 2024. Mmelesi briefly appeared on a J175 and is currently on warning.”

266 suspects nabbed during Operation Shanela

The police in Northern Cape said the ongoing Operation Shanela, which is a high density operation, was executed across all five districts in the province to address priority crimes in hotspot areas. The Northern Cape police spokesperson, Colonel Cherelle Ehlers said multi-disciplinary teams across the province jointly apprehended 266 criminals. 

Ehlers said 100 out of 266 suspects were wanted for evading the police. She further said the suspects were wanted in connection with murder, rape, assault GBH and illegal possession of firearms.

“Other arrests include possession of dangerous weapons, dealing in drugs, illegal dealing in liquor, murder, attempted murder, assault GBH, burglary, and malicious damage to property.

“Roadblocks, vehicle check points, as well as high visibility patrols were executed, whereby 7 429 persons and 3 276 vehicles were stopped and searched. Compliance inspections were also conducted at second-hand goods dealers, firearms dealers, informal businesses, and liquor outlets,” said Ehlers. 

She added that this resulted in the closure of four unlicensed liquor outlets. Ehlers said in an effort to promote rural safety, high visibility patrols were conducted in rural areas, where several farms and mines were visited. 

“Disruptive actions resulted in the confiscation of a significant amount of liquor, drugs, dangerous weapons, and copper cable. Several awareness campaigns and community interactions were led in the province to address priority crimes.

“Police in Frances Baard District, visited areas such as Greenpoint, Pampierstad, Galeshewe, and Roodepan, were visited to promote mental health and child safety. The police in the John Taolo Gaetsewe District, engaged with the communities in Tsineng and Kathu, where bullying was addressed at schools, as well as awareness pertaining to the prevention of robberies.

She said schools were visited in Rietfontein, which falls under the ZF Mgcawu District, in support of the Women Against Crime campaign.

Meanwhile, the Northern Cape Police Commissioner, Lieutenant General Otola, expressed her gratitude towards all commanders, members and relevant stakeholders, who contributed towards the successes achieved, as well the communities for their cooperation. 

Otola also encouraged all role players to continue with police actions and community interactions to ensure safer communities in the province.

“The Rate Our Service online survey can be used by scanning the QR code to comment on the services provided by the SAPS in the Northern Cape,” she said.

A primary school teacher (47) in Leeudoring, near Wolmaranstad, was arrested for allegedly raping siblings aged 12 and 14. This comes after the principal and mother of the two learners registered cases at the Wolmarastad Police Station on Tuesday. 

According to the North West police spokesperson, Lieutenant Col Amanda Funani, the incident took place in Leeudoringstad, near Wolmaranstad. Funani said the suspect allegedly would ask the two minors to help him carry books or go and fetch something at his office, where he performed sexual acts.  

“He was arrested at the school on 16 May 2024. The teacher was remanded in custody until 21 May 2024, for formal bail application,” she said.

Meanwhile, the North West Police Commissioner, Lieutenant General Sello Kwena, condemned the incident and said it is sad that the victims were allegedly abused by someone, who was supposed to protect them.

The South African Police Service (SAPS) in Northern Cape said it has noted with concern that perpetrators allegedly threaten victims with realistic looking toy firearms. The police urge community members to adhere to precautions to ensure personal safety.

The Northern Cape police spokesperson, Colonel Cherelle Ehlers said individuals must always be vigilant and stay alert. She further said they should always stay with a group when possible. 

Enhlers added that if there is a fight or argument, people should stay out of it and get help. 

“When traveling by vehicle, lock all doors and close windows, especially at night. Tuck shops and small businesses must adhere to operating times and not remain open until late at night. 

“Do not transport valuable items in your vehicle. Also, avoid unlit and secluded intersections, when traveling at night or early morning. Do not slow down or stop your vehicle when approached by strangers and always check, if you are not being followed,” she said. 

Enhlers said people should check their streets when approaching their homes. She said they should also be aware when parking their vehicles. 

“Keep alert when entering your vehicle and have your vehicle key ready. Try to remain calm at all times,” said Enhlers.

Ramaphosa: “Your vote is important and it counts”

The Republic of South Africa (RSA) president, Cyril Ramaphosa said on 29 May 2024, the country will hold elections for national and provincial government. He said many of them remember the historic Election Day in 1994, when they voted for the very first time for a democratic government of their choice.

“We all remember how we felt as we stood in long queues patiently waiting to cast our vote for a government of our choice. As we cast our votes, we were mindful of the weight of history. 

“We were mindful of the fact that so many people had struggled and sacrificed for this right to vote and many had lost their lives in the cause of freedom. The right to vote has been the cornerstone of our democratic order and is enshrined in the Bill of Rights of our constitution,” he said.

Ramaphosa further as the people cast their ballot, firstly through special vote on 27 and 28 May 2024, and many of them on 29 May 2024, they will be demonstrating their faith in the democratic order. He added that, by placing their crosses on the ballot papers, they will be executing a responsibility that history has placed on their shoulders.  

“Most importantly, you will be deciding for yourself the direction that our country should take and determining the path that we should follow to get there. By voting, you are taking responsibility for your future and the future of your community. 

“Your vote is important and it counts. As the election campaigns have unfolded, we have shown that we are a diverse, tolerant, and free society where different views can be heard and are respected. Let us continue in this way and all work together to ensure that we have an election that is free, fair, and peaceful. I call upon you to go and vote,” he said.

Meanwhile, the National Joint Operations and Intelligence Structure (Natjoints) Co-Chair, Lieutenant General Tebello Mosikili said: “We are confident that the measures that have been put in place are sufficient to ensure that the country’s upcoming general elections proceed without any incidents of crime and disruptions.

“Having conducted a national security assessment with key role players in the Justice, Crime Prevention and Security Cluster, we are satisfied with the operational plan that is currently being implemented, and can assure South Africans that a conducive environment for a peaceful election has been prepared.”

Mosikili said while measures have been put in place, the ultimate responsibility of a safe and secure election lies with each one of them. She said it is a partnership that is required to create harmony, respect for self and others even as we make our way to the polls and back home.

A man who is accused of killing a nurse in Schweizer Reneke back in court

A murder case against a man (24), who allegedly killed a nurse at Ipelegeng Township, near Schweizer Reneke back in 2022, will resume today at the North West High Court sitting in Klerksdorp. Bongane Gregory Shebi is facing a charge of murder and robbery after he allegedly killed Iris Mamotlakana Mohokare in cold-blood at her rented home in Ipeleng Township, near Schweizer Reneke on 12 October 2022.

The then National Prosecuting Authority (NPA) regional spokesperson in North West, Henry Mamothame said, Mohokare’s bloodied body was discovered by her landlord on 13 October 2022, with her throat cut open.

Mamothame further said the landlord subsequently informed the police, who immediately started investigating the cause of her death.

“The accused became a person of interest after police received information, while doing investigations, that he was spotted not far from where the incident took place, walking with bloodied clothes. A search for him ensued and he was ultimately arrested on 15 October 2022.

“Upon arrival at the police station, Shebi informed the police of his intention to confess. He was subsequently taken in for a confession to be obtained and later took the police to point out where he had thrown away the bloodied clothes he was wearing,” he said.

Mamothame added that the accused alleged he was in the company of another person, but the motive only became clear in the accused person’s confession, that he and another person intended to rob the deceased. He said Shebi alleged that he is not the one who stabbed the deceased, but it was the person whom he was with.

“The police have indicated that, evidence obtained at the scene, indicated that only one person was at the scene at the time of the commissioning of this offence. Investigations have been completed and the state is ready to proceed with trial.

“Meanwhile, Shebi will remain in police custody until the completion of his trial after his bail application was rejected. During the pre-trial conference, the state and the defence attorney confirmed that consultations were completed and all the necessary documents were provided by the state,” said Mamothame.

The acting National Assembly speaker, Lechesa Tsenoli re-launches newly-relocated constituency office

In his last major public engagement in his constituency in the Free State Province before retiring from parliament after 25 years as a parliamentarian, the acting Speaker of the National Assembly, Lechesa Tsenoli, relaunched his newly relocated Parliamentary Constituency Office (PCO) in Botshabelo Township. 

Tsenoli said the PCO has recently been relocated to a more publicly accessible address at the Reahola Shopping Centre in Botshabelo, to better address the service delivery needs of that community. He further said the PCOs are crucial resources that provide a platform for Members of Parliament (MPs) as public representatives to avail themselves to the public and provide feedback on the work of parliament.

The relaunch, which is part of parliament’s outreach programme to communities that need developmental interventions to improve the quality of their lives, was attended by, among others, community members, ward councillors, representatives from the South African National Civic Organisation (SANCO), and Community Development Workers.

Tsenoli said: “The relaunch of the PCO represents the opening of a new chapter to improve these offices and their value to communities. The relocation of the office was aimed at ensuring improved access and impacting the lives of the people in the area.

“We have come to a place situated right in the middle of where people are. This is a busy complex and, therefore, convenient for a PCO that often serves as an adviser, providing communities with a variety of information concerning challenges they encounter.” 

He said PCOs, among others, are critical in strengthening the oversight role of Parliament over the Executive through interacting with citizens and ensuring ongoing engagement with the public on issues affecting them. Tsenoli said the office will be instrumental in building partnerships with communities in the law-making processes and will be fully resourced to work for the benefit of the communities.

“PCOs are also among the crucial mechanisms of parliament to ensure it realises its vision as an activist and responsive People’s Parliament that improves the quality of life of South Africans and ensures enduring equality in our society.

“The office will also be key in improving cooperation with local government representatives and ensuring local officials are responsive to the needs and questions raised by the community,” he said.

Tsenoli said they request that councillors and government departments respect officials from these offices when they come looking for information because they will be asking in the interest of the people. 

Tsenoli said during the 6^th parliamentary term, the Botshabelo PCO bagged several successes, including a donation of 100 wheelchairs to people living with disabilities in the area. He said another success was informative feedback to locals through circulating a monthly newsletter to report on progress on service delivery issues raised by community members who visited the office.

“Parliament has embarked on a programme of reimagining, remodelling, and repurposing PCOs as strategic points to build partnerships with communities. These PCOs enable Members of Parliament to engage people in unmediated dialogue on their concerns and aspirations.

“The launch of the Botshabelo PCO was part of the ongoing implementation plan undertaken by the 6^th parliament. In terms of the constitution, Sections 59 and 72, parliament has a duty to promote public access and meaningful participation in parliamentary processes and activities to strengthen South Africa’s participatory democracy and help accelerate the development of the people,” said Tsenoli.

Meanwhile, also present at the launch was the local councillor, Dikololo Matshepe, who welcomed the relocation of the PCO and appreciated the role the office will play – through its proximity to the public – in strengthening the relationship between the people and parliament.

Two suspects nabbed for residential burglary

Two suspects aged 25 and 28, were arrested for burglary residential and business burglary, respectively. This comes after employees at a local coffee shop in Prieska allegedly reported for work on 16 May 2024, and noticed that the cash register and money had been stolen. 

The Northern Cape police spokesperson, Colonel Cherelle Ehlers said, upon further inspection, they allegedly found that a window had been broken.

“On 17 May 2024, the members from the Prieska Crime Prevention Unit, embarked on a tracing operation. Both suspects were traced and arrested, and the stolen goods were recovered. 

“In a separate incident, the complainant allegedly returned home after leaving his home locked and secure. He allegedly discovered that the door had been forced open and several items were missing, including a flat screen television, laptop, and groceries,” she said.

Meanwhile, the Northern Cape Police Commissioner, Lieutenant General Koliswa Otola, commended the police for their swift action and continued efforts towards policing property related crimes.

A man sentenced to 39 years imprisonment for rape

A man was sentenced to 39 years imprisonment by the Upington Regional Court for rape and assault. On 26 November 2023, two young women aged 21 and 22 respectively, were walking from one compound to the other in Kakamas in the early hours of the morning, when they met an unknown man, who was later known to be Derrick Brussel (43).

Brussel stabbed one lady with a bottle neck and directed them to the nearby school, where he tied them up and took turns raping them. They managed to escape after some time and went to seek help.

The ZF Mgcawu District police spokesperson, Sergeant Omphile Masegela said: “The accused was identified and arrested on 10 December 2023. He pleaded guilty on both counts of rape and was remanded in custody until his sentencing.

“Brussel was sentenced to 22 years imprisonment on the first count of rape, 14 years for second count of rape and 3 years for assault. He was also declared unfit to possess a firearm.”

Masegela further said the investigating officer, Sergeant Tsholofelo Mohutsiwa, was applauded for the excellent investigation and for ensuring that another Gender-Based Violence (GBV) perpetrator is removed from the community.

Mayor tabled R360m budget for 2024/25 financial year

The Greater Taung Local Municipality (GTLM) mayor, Tumisang Gaoraelwe said they were able to deliver on some of the services they undertook to deliver to the communities during 2023/24 financial year, regardless of serious budget constraints. 

Gaoraelwe, who tabled the municipality’s 2024/25 financial year at Sebitloane Special School in Taung on Friday said, for they are strong and believe that gloom and despondency have never defeated adversity. 

“This budget comes at a time when the general state of our economy is unsatisfactory. This has resulted in the decrease of income from grants we receive from other spheres of government and negatively impacted our ability to deliver services to our communities.  

“In response to this situation, the municipal council has deliberated on, and approved our institutional cost containment strategy. This is meant to assist us to curb high costs of doing business and find innovative ways of increasing our revenue,” he said.  

Gaoraelwe further said this indicates that they were going to be uncompromising in their efforts to collect revenue from different government entities and households. He added that the budget comes after extensive consultation with members of the communities over the last two weeks through mayoral imbizo.

“We remain committed to the realisation of our five key performance areas, such as basic service delivery and infrastructure development, municipal transformation and organisational development, Local Economic Development, municipal financial vitality and management and good governance and public participation.

“In this budget, I am able to announce that the Medium-Term Expenditure Framework proposes the appropriation of a total budget operating revenue of R360 million for 2024/2025 financial year,” said Gaoraelwe.

He said the municipality has a total operating expenditure of R356 million and a total capital expenditure of R72 million. Gaoraelwe said when compared to the 2023/2024 adjusted budget, the total operating revenue for the 2024/2025 financial year has increased by 4%. 

“This is a result of an increase in allocation from the government sphere and annual increase in tariffs. The two outer years are expected to increase by 5% and decrease by 1% respectively. A Total Operating Expenditure is expected to decrease by 2% in most contracted services. 

“This will also affect other recurring expenditure items in the 2024/25 financial year when compared to 2023/24 financial year. This is in the spirit of trying to contain costs and live within our means, however, without jeopardising the utmost need for service delivery,” he said. 

Gaoraelwe said zero based budgeting is used as far as possible.

Two people died in a car accident

Two people aged 38 and 34 died in a horrible car accident on the R385 Road, near Groenwater in Postmasburg. The police said they have opened a culpable homicide case. 

Northern Cape police spokesperson, Sergeant Timothy Sam said the preliminary investigations indicate that, on Tuesday, the patient transporter was travelling from Kathu to Kimberley with one patient and a co-driver on board. 

“The driver allegedly lost control of the vehicle. The police are investigating the circumstances that led to this tragic loss of life. The investigations continue,” he said.

MRM holds prayer ahead of elections

The Moral Regeneration Movement (MRM) on Saturday declared that the Charter of Elections Ethics (CoEE) Provincial Prayer Service that was held earlier in the week at the Ipelegeng Multipurpose Centre in Schweizer Reneke, was a resounding success that culminated into the launch of an MRM structure in the area.  

Veteran community activist and founder of the Centre for Good Governance and Social Justice NGO, Boyce Mpembe, was appointed as a convenor of the 12- member structure with Grace Leeuw from the Ipopeng Women’s Organisation as coordinator.

The convenor of the MRM Provincial Interim Committee (PIC), Pastor Lesiba Kgwele, highlighted that an induction session will be prioritised for the newly established structure that should be independent yet work closely with the Office of the Speaker of Mamusa Local Municipality, Doctor Batsi for support.

“The structure was launched for coordinated action to empower local communities through programmes to among others deal with moral decay that has manifested itself through breakdown of families, escalating crime levels, Gender-Based Violence (GBV), bullying in schools, teenage pregnancies, drug and substance abuse among our young people. 

“We express confidence that the engagement on the CoEE that was presented by member of the MRM PIC, Professor Gilbert Motsaathebe as part of civic education programme, has laid the firm foundation to address voter apathy as well as encourage responsible conduct during campaigning by political parties, independent candidates and voters,” he said.

Kgwele further said acts of intimation as well as falsehood are an affront to the constitutional values. He added that, no one should ever try to pressure, manipulate or intimidate anyone into voting a certain way. 

“Religious, racial and tribal fears should never be used to influence anyone’s vote. Political party campaigning must promote tolerance, national unity, reconciliation as well as integrity,” said Kgwele.

Meanwhile, Father Stephen Marokane preached a message of hope in his touching sermon delivered before the CoEE Prayer.

“The 30 years of democracy represents a new beginning and restoration, just like Jesus Christ started his ministry at that age. Our country will despite all the turmoil experienced be restored. 

“Thirty years is a significant year in the anointing. It is a year of redemption. The church must trust GOD to raise a leader that would take his rightful position at the Union Building or Ga-Rona Building in Mahikeng,” he said.

Marokane said the period leading to the elections should be one of prayer and discernment in order to elect ethical leadership.

 The CoEE is an initiative of MRM in partnership with the South African Council of Churches (SACC), the Southern African Catholics Bishops Conference and the South African Community of Faith Based Fraternals (SACOFF) seeking not only to encourage eligible voters to participate in the forthcoming elections but remind them to vote ethically.

Lesotho and Zimbabwean nationals nabbed for illegal mining

In the ongoing fight against illicit mining activities in the Namakwa District, the multi-disciplinary team of Operation Vala Umgodi, conducted an intelligence-driven operation in Kleinzee on 16 May 2024. Four suspects were arrested at the identified mining location.

The Northern Cape police spokesperson, Sergeant Molefi Shemane said three Lesotho nationals aged between 25 and 32 and one Zimbabwean national aged 31, were arrested for illegal mining.

“Equipment and tools believed to be used in the commission of illegal mining activities were confiscated from the arrested suspects,” he said.

Meanwhile, the Northern Cape Police Commissioner, Lieutenant General Koliswa Otola, lauded the police for collaborative efforts and their relentless attempts in eradicating illegal mining in the district. Otola also encouraged the local community to refrain from allowing illicit mining activities and harbouring illegal miners in their communities.

NWU’s solar telescope captures source of May auroras

The spectacular aurora also known as the Southern Lights, caused by a solar storm that impacted the earth on 10 and 11 May 2024, was seen and captured across the southern hemisphere, including in places such as Gansbaai and Namibia in Southern Africa.

A team of researchers from the North West University (NWU), captured this rare and historic event through the university’s solar telescope observatory on the Potchefstroom Campus.

This observatory daily records solar activity, and on the NWU’s Open Day on 4 May, two researchers and a student from the Centre for Space Research at the NWU noticed a particularly active region when they did their observations.

The NWU’s Dr Ruhann Steyn and a Master’s Degree student, Calmay Lee, decided to focus the telescopes on where the activity was as part of a demonstration to prospective students and their parents. Steyn said at that stage, they were unaware that they were recording one of the largest active regions in recent history. 

“During the next week, the team focused their attention on the active region (AR 3664, shown in the image), while it produced several large solar flares that caused the aurora.

“Calmay recorded a large solar flare produced by AR 3664 in real time at 09:00 on 11 May – an extraordinary event to capture on the NWU solar telescope. Although AR 3664 has now moved out of sight, it is still producing large solar flares,” he said. 

Steyn further said while a repeat of the auroras seen in South Africa is not expected, the team will continue observing active regions in the hope of learning more about the sun. He added that, there is yet little understood processes that generate such beautiful phenomena here on earth.

“This is the largest solar storm in more than two decades. During the evening of 10 May 2024, and the early morning of 11 May 2024, the people in many parts of the world were treated to a sight rarely seen outside the polar regions.

“The aurora is a result of a solar flare transporting solar energetic particles from the sun to earth, along the sun’s magnetic field. Some of the particles interact with the Earth’s magnetic field and are then carried to the South and North Pole,” said Steyn.

He said the particles collide with oxygen and nitrogen atoms in the earth’s atmosphere, emitting light with a particular colour, depending on whether it collided with either an oxygen or a nitrogen atom. 

Steyn said the majority of aurora sightings in South Africa were red, which means that these collisions were mostly with oxygen atoms at an altitude between 240 and 450km above the surface of the earth.

“On 10 May 2024, AR 3664 spanned over 200 000km across the solar disk. To give an idea of the magnitude of this region, it is the equivalent of more than 15 times the diameter of the earth,” he said.

Meanwhile, the NWU’s Centre for Space Research, Prof Eugene Engelbrecht said the presence of solar flares is not unusual, as solar activity has increased over the past five years, with the sun approaching the peak of its usual 11-year solar cycle. Engelbrecht said what was different this time was the magnitude of this particular flare, along with the sheer size of the active region it came from.

A man sentenced to 12 years imprisonment for rape

A man (33) was sentenced to 12 years imprisonment by the Calvinia Regional Court for raping a woman (35) in Calvinia on 17 March 2022. Henry Niewenhoudt and the victim, were together at a friend’s house, where the accused forced himself on the victim and repeatedly raped her.

The Northern Cape police spokesperson, Sergeant Timothy Sam said “Niewenhoudt was found guilty and sentenced to 12 years imprisonment for 2 counts of rape and the court instructed that his name be recorded in the National Register for Sex Offenders and declared him unfit to possess a firearm.”

Meanwhile, Northern Cape Police Commissioner, Lieutenant General Otola, commended the investigating officer Detective Sergeant Jaco Swartz from the Calvinia Family Violence, Child Protection and Sexual Offences Unit (FCS) for the thorough investigative work, ensuring that justice is served for victims of Gender-Based Violence and Femicide (GBVF).

A man jailed for killing his girlfriend

A man was sentenced to 26 years by the Northern Cape High Court sitting in De Aar for killing his girlfriend. Franklin Meas stabbed his girlfriend to death multiple times in Richmond on 30 October 2023. 

The Northern Cape police spokesperson, 

Sergeant Timothy Sam said Meas concealing her body in a wild pig hole afterwards. Sam said the court found the accused guilty and sentenced him to 20 years imprisonment for murder and 6 years for defeating the ends of justice. 

“Both sentences will run concurrently. He was also declared unfit to possess a firearm,” he said.

Meanwhile, the Northern Cape Police Commissioner, Lieutenant General Koliswa Otola, commended the Investigating Officer Detective Sergeant Stephany Koen for being meticulous by presenting all necessary evidence in Court, ensuring that the perpetrator of Gender Based Violence and Femicide (GBVF) was brought to book.

She further said Maano Secondary School, previously a public ordinary school, was selected as one of seven Agricultural Focus Schools in Ngaka Modiri Molema in 2023, with the aim to equip learners with the skills and knowledge they need to participate in the agricultural economy and develop a love for farming.

Motsumi added that North West is an agrarian province and the establishment of agricultural schools is crucial to enforce these skills and love for agriculture amongst our learners. 

“This will ensure a brighter future not only for our learners, but for the entire province’s agricultural sector. The school received a R2.5 million from the Maths, Science, and Technology Conditional Grant, to establish its agricultural production lines. 

“Currently, the school boasts of a crop production, poultry production (including broilers, layers, free-range chickens, and egg housing), goat production, and plant production in the form of orchard,” said Motsumi. 

She said the conversion of Maano Secondary School coincides with the distribution of National School Nutrition Program (NSNP) utensils to the school. Motsumi said other schools in the Ngaka Modiri Molema district that benefited from the NSNP, include Kebonang Secondary School, Kgosi Kebalepile Secondary School, St. Mary’s Special School and Motheo Thuto Secondary School.

“We also visited Boitsanape Technical School, which is currently refurbishing its school furniture. The school is additionally providing training to its General Assistants to help them further develop their skills.

“The department remains steadfast in providing its learners with the resources and opportunities they need to succeed. By fostering a love for agriculture and equipping students with the necessary skills,” she said.

Police ready for General National Elections

Millions of South Africans will be going out on 29 May 2024 to cast their votes in various voting stations across the country. However, sometimes violence erupts in some voting stations due to intolerance between political parties. 

However, the police in Northern Cape said they are well prepared to deal with any violent situation. The Northern Cape police spokesperson, Colonel Cherelle Ehlers said the police will be out in full force to ensure that the General National Elections (GNE) will be safe and secure for all citizens.

Ehlers said to ensure personal safety during the elections period and beyond, they will implement precautionary measures that need to be adhered to. She said no intimidation, threats and incitement of violence in any form, including on digital platforms will be allowed.    

“Sharing false information, rumours, or threats online or in person is discouraged. Under the Cyber Crimes Act, Act 19 of 2020, individuals who use social media and digital platforms to send threatening or inflammatory messages, incite violence, or cause harm to others, may be criminally charged.  

“Offenders may face charges of intimidation and incitement of violence. Any person who threatens to destroy property belonging to a group or person will be guilty of a criminal offence.  People found guilty of contravening the Criminal Matters Amendment Act, Act 18 of 2015, will be convicted, fined or may be sentenced to imprisonment,” she said.

Ehlers further said any person who tampers with, damages and destroys essential infrastructure is guilty of contravening the Criminal Matters Amendment Act, Act 18 of 2015. She added that those found guilty will be sentenced to a maximum of 30 years imprisonment or fined. 

“The police will act upon the unauthorised removal or concealment of any voting or election material.                                Unauthorised damage or destroying any voting or election material, defacing or unlawfully removing any billboard, placards or poster published by a registered party or candidate.

“Incidents of this nature are deemed an Electoral Offence in terms of the Electoral Act, Act 73 of 1998.  Offenders will be subject to a fine or 10 years imprisonment,” she said. 

Meanwhile, the Independent Electoral Commission (IEC) said: “Some of the Bill of Rights in South Africa’s pioneering constitution grants all citizens aged 18 and older the right to vote, but the question often asked is whether voting will really make a difference. Of course it does. 

“Voting gives you an opportunity to be part of decision-making that affects your life and the future of our country. If you don’t vote, others will make the decisions for you. History shows that democracies in danger of losing their freedom register frighteningly low voter turnouts.” 

IEC said in thriving democracies, people vote in large numbers and the people’s voice remains supreme. It said people should vote because they can. 

“You may take your right to vote and all other rights in our constitution for granted, but 30 years ago most of the people in our country were not allowed to vote. Many of them were arrested and jailed for demanding this most basic human right. Others were tortured and killed. Because of their sacrifice, today you can vote simply by presenting yourself at a voting station with your ID during a registration event that puts you on the voters’ roll for life, and lets you vote in every future general and by-election in your area.

“Elections have consequences and you have the power to decide on the quality of life you want for yourself and your community, and even future generations. Voting is your chance to stand up for the issues you care about. This is your life – take the time to help decide what’s best,”

It said voting rather than just venting on social media or protesting is the best way to make your voice heard and make a positive input on the issues that concern you. Not voting is giving up your voice. 

“Elections are decided by the people who go out and vote. If you don’t vote, someone else will make the decision for you. If you don’t vote you get stuck with other people’s choices – and you can’t even complain about it because you let it happen.

Banyana Banyana coach announces squad for international friendlies against Senegal

Banyana Banyana coach, Desiree Ellis has announced her squad for the two international friendly matches against Senegal in the coming days. Women’s Africa Cup of Nations (WAFCON) champions, Banyana Banyana will play two away international friendly matches against Senegal during the FIFA break in their backyard on 31 May and on 4 June 2024.

“I think October last year really showed what a core group is all about, when we had so many players missing because of injuries, exams and visa issues. We are always looking at the depth and the versatility within our team, and we have made some changes to the squad for the upcoming fixtures against Senegal.

“I think this selection presents an exciting opportunity for us to assess and explore the potential of other players within our core group. We are not only investing in the future of the team, but we are also providing opportunities now for all players to grow and to contribute to the success of the team,” she said.

Ellis further said they are really look forward to seeing the players in action on the field and they are excited about what they can bring to the team. She added that, the purpose of the trip is to utilize the FIFA dates and stay active in preparation for the WAFCON when CAF confirms the dates of the tournament.

Ellis won the Women’s Coach of the Year accolade at the COSAFA Awards a few days ago after seeing off competition from Zambia’s Bruce Mwape and Mamelodi Sundowns Ladies’ Jerry Tshabalala.

The highly decorated Banyana Banyana coach was also conferred with an Honorary Doctorate by the Cape Peninsula University of Technology last month. The revered Ellis received the honour on 25 April 2024 in Cape Town.

The next WAFCON will be held in Morocco, but the dates of the start of the Sasol-sponsored Banyana Banyana’s defence of their continental title are yet to be announced.

Meanwhile, the Sasol Group and Sponsorship, Dean Somerset said: “This team consistently demonstrate strength and determination, to excel at the highest level of the women’s game.

A man jailed for violating protection order

A 52-YEAR-OLD was sentenced to a one year imprisonment for contravention of a protection order. Dikeletso Shashape contravened the conditions issued against him by insulting an elderly woman (50), whom he was in a domestic relationship with. 

The Northern Cape police spokesperson, Sergeant Timothy Sam said the protection order was issued against Shashape on 8 December 2022.

“The victim who was in possession of a domestic violence protection order, reported the contravention to the police and the accused was arrested.

“The court imposed a one year imprisonment to Shashape for contravention of a protection order. He has also been declared unfit to possess a firearm,” he said.

Meanwhile, the Northern Cape Police Commissioner, Lieutenant General Koliswa Otola, applauded the Investigating Officer, Detective Sergeant Oageng Moilwa, for ensuring that perpetrators of Gender-Based Violence and Femicide (GBVF) are brought to book.

Otola also reminded the public that contravening the terms of a protection order is a criminal offence and welcomed the court’s decision to impose an imprisonment sentence.

A man who terrorised community sentenced to 20 years imprisonment

A 30-YEAR-OLD man was sentenced to 20 years imprisonment by the Kimberly Regional Court for robbery. Allesandro Swanepoel who is affectionately known as Pankies, terrorised the community of Roodepan, near tuck shops in White City.

The Northern Cape police spokesperson, Sergeant Timothy Sam said Pankies’ modus operandi would be to prey on victims that were walking alone in the streets and rob them of their belongings.

“The court heard that he violently robbed two victims of their cell phones between 15-18 May 2023 in and around White City, Roodepan.

“The court sentenced him to 15 years imprisonment for count one of robbery and 4 years for count two and declared him unfit to possess a firearm,” he said.

Meanwhile, the Northern Cape Police Commissioner, Lieutenant General Koliswa Otola, commended the Investigation Team of Roodepan Detectives, Warrant Officer Marvin Arends and Sergeant Vincent Phiri, for the thorough investigative work, and ensuring that justice is served for victims of property and contact crimes.

ANC concerned as criminals stole electrical cable leaving residents in the dark

The ANC in Rustenburg said it is concerned with the high rate of crime. This comes after the criminals allegedly stole the 11kv electrical cable that serves the Greater Boitekong area. 

The ANC Rustenburg LET spokesperson, Terry Bogopane said the incident took place in the early hours of today. Bogopane said they unequivocally condemn the theft. 

“This egregious act follows a similar occurrence on Monday, where the entirety of Rustenburg Town and Waterfall East, was submerged in darkness. These treasonous acts of sabotage transcend mere criminality. They represent a calculated attempt to sway the results of the impending 2024 General National and Provincial Elections. 

“The systematic and persistent destruction of public infrastructure constitutes a blatant assault on the pillars of our democracy. The economic repercussions of these power cuts are profound and far-reaching. Businesses, particularly small enterprises, suffer significant losses due to interrupted operations and increased costs,” he said.

Bogopane further said the impact extends to every corner of the communities, affecting job creation, public safety, and the overall quality of life. He added that in stark contrast to these acts of vandalism, the ANC-led government has made commendable strides in stabilizing the national grid, successfully curbing load shedding for the past 53 days. 

“This achievement has been a beacon of hope for our economy and a testament to the government’s commitment to energy security. The ANC-led Rustenburg Local Municipality, under the vigilant leadership of mayor Sheila Mabale Huma and her executive team, is working tirelessly to restore power to the affected areas.

“We call upon all members of our communities to stand united with law enforcement agencies. By providing crucial information, you are not only aiding in the capture of those responsible for these heinous crimes but also playing a pivotal role in protecting our public infrastructure,” said Bogopane. 

He said together, they can defend the gains made by the ANC-led government and ensure the continued stability of their national grid.

Meanwhile, the North West Police Commissioner, Lieutenant General, Sello Kwena, called on community members to report all criminal activities taking place in their areas. Kwena was addressing the residents of Ipelegeng Township, near Schweizer Reneke, during the Crime Prevention Imbizo on Tuesday. 

“We know all criminals within our communities. Please, let’s work together with the police to combat crime. We need to report all criminal activities taking place in our vicinity and stop buying stolen goods,” he said.
